Governors, Including Cuomo, Push SALT Cap Plea With Biden

Gov. Andrew M. Cuomo and six other governors wrote to President Joe Biden on Friday, asking for his support in repealing the cap on state and local tax deductions that took effect in 2017.

Earlier this week, U.S. Rep. Tom Suozzi, D-Huntington, said he would not vote for any of Biden’s proposed tax changes unless the the full deduction was restored. The cap prevents taxpayers from deducting more than $10,000 in state and local taxes from federal income taxes. 

The SALT cap means approximately 11 million Americans to pay $670 billion in taxes over a decade , the governors said. In New York, taxpayers pay more than $12 billion in additional taxes to the federal government annually. The letter was signed by New Jersey Governor Phil Murphy, California Governor Gavin Newsom, Connecticut Governor Ned Lamont, Hawaii Governor David Ige, Illinois Governor J.B. Pritzker and Oregon Governor Kate Brown.

In February, 11 Democratic members of the House Ways and Means Committee, including Suozzi, wrote to Biden with the same request. That letter read, in part, “Although restoration of the uncapped SALT deduction is frequently cast as tax relief for the wealthy, in our districts, it is a middle-class priority. The capped SALT deduction discourages middle-class homeownership and charitable contributions, and it adds to the pressure on our state and local
governments to make cuts to education, health services, public safety, and other community needs just when our constituents are suffering the most.”
