The Suffolk Society for the Prevention of Cruelty to Animals has charged a Melville man with leaving his four dogs outside in sub-freezing temperatures during the recent cold spell.
Roy Gross, chief of the Suffolk SPCA, said that an officer went to 2 Rope Court, Melville and found four dogs penned in a fenced off area of the yard. The dogs had no ready access to any indoor or heated facility and belonged to Michael I. Kaplow, 79, of that address. The temperature outside was 26 degrees.
On Monday, Kaplow was charged with one count of violating section 299-51 of the Suffolk County Code, which is an unclassified misdemeanor. He is due to appear in First District Court, Central Islip on Jan. 28.
As long as it’s only a misdemeanor people don’t care. Leaving dogs out in severe cold temperatures could permanently harm a dog for the rest of his life these people need me need to be charged with a more serious crime it’s ridiculous
It should be a felony!

His family should be investigated
Certainly he should be charged with a felony.
